In an age where the Anti-Organized Crime Law has flipped the power balance, even civilians now dare to threaten the yakuza. The Yajima Family is relentlessly harassed by the rising syndicate Shoryukai, yet making the first move would only endanger the organization under the watchful eyes of the law. Their hands are tied. Just as the truth begins to surface, Naomi is kidnapped by the smugglers. The shocking mastermind behind the smuggling ring turns out to be an international spy organization. Sakamoto Toshiya (Kawahara Hideyuki), a young assistant head of the Yamashinkai, is imprisoned himself after his partner is killed in a feud with the Takahara family. When Sakamoto was released from prison eight years later and returned to the Yamashinkai, the organization was already under the control of the Takahara family and was involved in the sale of shabu, which was a taboo practice. Sakamoto tries to rebuild the organization with Yamahashi and his subordinate, Asada, but the Takahara family spots him and the chairman, Hirano, excommunicates him.

Unable to move and but needing to further his plan to dismantle the Kiryu Clan, Ken beseeches his friend Daisuke (Isaka Tatsuya) to visit a certain person: Ishibashi (Sugata Shun), a detective who had been circling around the wild Sagawa. Realising their goals are aligned, Ishibashi shares a vital secret that may finally end Sagawa's rampant violence ...

Two rival bounty hunters team up to battle a crime boss
"Crime City Shinjuku" - The Tokyo Metropolitan Police Department's Organized Crime Control Division, commonly known as "Sotai", keeps an eye on the dark side of society. Among them is a special section called the "Guerror Division," which was set up solely for the purpose of making a breakthrough in the investigation. Ushijima (Ryohei Abe) works hard to eliminate the Black Dragon Society, but he is unable to grasp the reality. As the investigation continues, Ushijima is targeted by people from the Black Dragon Society. When Ushijima, who was supposed to be a member of the guerrilla division and whose existence was not known, was targeted, he begins to suspect that there is a whistleblower.
Police officer Tanihara goes undercover and infiltrates the inner circle of a yakuza organization. Gaining the favor of the cold yet principled gangster Kanzaki, he begins to rise in the underworld. However, as time passes, Tanihara is torn between his duty as a cop and the loyalty he feels toward Kanzaki and the organization.
A message arrives on Himuro's smartphone from his son Yuta, who is now a high school student. Himuro stares at the message with a startled expression. The message is a single word - Revenge. Then, there is a picture of Yuta, gagged and staring resentfully at the lens. "A school trip to Taiwan... Revenge..." Himuro assumes that the remnants of the "Black Dragon" who killed Kaku and his friends in Okinawa have kidnapped Yuta to take revenge on him, and immediately decides to go to Taiwan to rescue his son.
