When transplanted Texan Bob Seton arrives in Lawrence, Kansas he finds much to like about the place, especially Mary McCloud, daughter of the local banker. Politics is in the air however. It's just prior to the civil war and there is already a sharp division in the Territory as to whether it will remain slave-free. When he gets the opportunity to run for marshal, Seton finds himself running against the respected local schoolteacher, William Cantrell. Not is what it seems however. While acting as the upstanding citizen in public, Cantrell is dangerously ambitious and is prepared to do anything to make his mark, and his fortune, on the Territory. When he loses the race for marshal, he forms a group of raiders who run guns into the territory and rob and terrorize settlers throughout the territory. Eventually donning Confederate uniforms, it is left to Seton and the good citizens of Lawrence to face Cantrell and his raiders in one final clash.

In a small town in Indiana in the 1890s, the domineering and ambitious Mrs. Biddle arranges a marriage between her spoiled daughter Thelma and the town's prize catch, harvester David Langston, who is wedded to the soil. David is friends with orphan Ruth Jameson and, although she is in love with him, he eventually gives in to the machinations of Mrs. Biddle and consents to marry Thelma. Meanwhile, technological advances come to town, including its first gasoline buggy, galvanic battery, and metal bathtub fitted with running water. When Mrs. Biddle tries to convince David to give up the farming life and join her husband in real estate, Mr. Biddle, hen-pecked and dissatisfied with city life, warns David against selling his farm.

When a ranchero (Elias Gamboa) is mortally wounded in the ensuing gun battle, Barbara sees the error of her way and switches sides.

Commissioner Tredwell is the law of the land and he gets whatever he wants with the help of hired guns and lackey lawyer Conners. The only one who publicly stands up to Tredwell is Beecham of the Clarion. Beecham has his paper burned to the ground and when he starts a petition to make Wyoming a state, taking the power away from Tredwell, he is killed. But when Kansas Kate comes in to visit her son Conners, she sees what is going on and she takes over the paper and keeps the pressure on Tredwill. The Cattlemen's Association has called in the Mesquiteers to find cattle rustlers. They get Tex Riley to pose as Stony so Stony can arrive posing as a wanted outlaw. This gets Stony into the gang of rustlers and he alerts Tucson and Lullaby as to the next raid. But Hartley is on hand and unknown to anyone is the rustler's boss and he joins the posse with a plan that will do away with the Mesquiteers.

When territorial governor Steven Nichols (Herbert Heyes) terrorizes the population with violence and heavy taxes, the Culver family stands up to him, but after the family patriarch is murdered, wandering gunslinger Wild Bill Elliott (Wild Bill Elliott) is falsely accused of the crime.
