Detective Ukyo Sugishita confronts crime on the basis of his own convictions. He has a partner that works for him in the Special Task Unit. For the first 7 seasons, Ukyo’s first partner is Kaoru Kameyama. He is a good-natured, hot-tempered, straightforward and somewhat scattered detective. Beginning in Season 8, Takeru Kanbe replaces Kameyama. Contrary to his predecessor, Takeru is a lanky, cool, conceited and confident detective. From Season 11 to Season 13, Ukyo’s partner is a young detective Toru Kai. Toru is a son of Deputy Director-General of The National Police Agency. But he became a detective by his own effort. And starting with Season 14, Ukyo’s current partner is Wataru Kaburagi, an elite bureaucrat who came to the Metropolitan Police Department on temporary assignment. As the first partner without any career of a police officer, he will face challenging cases together with Ukyo.

Satoshi Itomura is an assistant police investigator who belongs to the Metropolitan Police Department’s Scientific Investigation Team. Reenactments, fingerprint and voice data collections, profiling... His team collects scientific evidence and pieces together fragments of information in order to help build evidences. However, Itomura often does not care about the scientific approach and instead pays a great deal of attention to the things that the victims always carried with them or treasured. And he focuses on these things because they usually carry the victim’s dying wishes, understanding that last message not only helps solve the cases but also brings closure to the depressed family of victims.

Newly graduate Yamaguchi Kumiko an idealistic teacher who entered Shirokin High to be a math teacher. Yamaguchi Kumiko is actually the 4th generation heir to Oedo group, a yakuza clan. Even though everyone in there clan wants her to the next leader, she made up her mind and so everyone accepted it.

The mysterious Kougami Foundation approaches Eiji and begins assisting him in his fight against the Greeed, though their true motives are not clear. As Eiji fights the Greeed and their Yummy monsters, learning more about the Greeed and Ankh, he starts to find a purpose beyond his journey.

Kenshin has settled into his new life with Kaoru and his other friends when he is approached with a request from the Meiji government. Makoto Shishio, a former assassin like Kenshin, was betrayed, set on fire and left for dead. He survived, and is now in Kyoto, plotting with his gathered warriors to overthrow the new government. Against Kaoru's wishes, Kenshin reluctantly agrees to go to Kyoto and help keep his country from falling back into civil war.

However, one night, that peaceful everyday life changed dramatically. His father, who had been sheltering a pro-Shogunate samurai, ends up being killed by Shonai, a Choshu samurai. Shaken with rage, Kyoujurou dashed out of the shop to pursue Shonai and his comrades, but then a man appeared, seemingly understanding Kyoujurou’s intentions, and swiftly cut down one of the samurai. Identifying himself as the chief of the Shinsengumi, Isami Kondo offered words of condolence to Kyoujurou, expressing gratitude for his father’s bravery, before departing. Meanwhile, at the Kougami Foundation, Kousei Kougami talks of the most avaricious man in Japan, Oda Nobunaga, whose final resting place was found. With Doctor Maki overseeing the process, Kougami commissions the creation of a Cell Medal homunculus based on Nobunaga himself. Later, Kamen Rider Core begins to destroy the area as Kamen Riders OOO and W team up to fight the enemy. However, Kamen Rider Core proves too powerful and the two go underground to destroy the Gaia Memory’s source of power to even the odds.

Movie War Mega Max featured the first seven Kamen Riders (Kamen Rider 1, 2, V3, Riderman, X, Amazon, and Stronger) to commemorate the franchise's 40th anniversary. Trailers for the film shown during airings of Fourze also showed the return of Kamen Rider Double as well as a new form for Kamen Rider OOO. Unlike previous Movie War films, where they were divided into 3 segments, Movie War Mega Max is divided into 5 parts. Like previous Movie War films the secondary Kamen Rider of Kamen Rider Fourze, Kamen Rider Meteor, made his debut in the film.
