Ziegfeld Follies headliner Billie Burke starred in a handful of silent films, of which Arms and the Girl was the second. Burke plays an American lass who journeys to Europe to be reunited with her fiance. Not only has her sweetheart been unfaithful, but she arrives on the continent just as World War I breaks out.

Mrs. Emma McChesney is a determined and successful traveling saleswoman for T. A. Buck's Featherbloom Petticoat Company. When Buck dies and his son, T. A. Buck, Jr., takes charge, the company suffers and Emma nearly accepts a job offer from Buck's rival, Abel Fromkin.

The Russian Czar sends his trusted confidant, Michael Strogoff, to warn his brother the Grand Duke of a Tartar rebellion that will be led by Feofar Khan and Ivan Ogareff. Maud March, the rebellious daughter of a millionaire, goes to New York to see her sweetheart Geoffrey who left town years ago. Her aunt Carolyn wants Maud to marry her son Reggie and sends the Maud's brother Percy after her to act as chaperone. Maud, trying to escape, enters a taxi where she meets handsome composer George Bevan. The man falls in love with the young lady who, when she sees how Geoffrey has changed, soon agrees to marry George.

Bank cashier Ramsey Latham is sentenced to prison for violation of the banking laws. On his way to the penitentiary, he encounters Hilary Kenyon, a young girl who speaks encouragingly to him. Later he is surprised to discover that Hilary is also a prisoner, having been found guilty of manslaughter for killing a man who attacked her.

Young minister Brand Cameron meets stage star Adrienne Durant at her father's humble country home. Believing her an innocent country girl, Cameron falls in love with her. She confesses her racier life and returns to New York. Cameron follows, unable to give Adrienne up, his parishioners denounce him and force him to resign. He departs, accepting a post in a tough lumber camp while Adrienne accepts the charge of a school for poor children. Later Faro Kate falsely accuses Cameron of fathering her child enraging the lumbermen who set fire to his church. Discovering Kate's baby is trapped inside Cameron risks his like to save the child causing Kate to retract her lie and Adrienne comes to join him in his new ministry.

When circus aerialist Polly Fisher is injured, she is taken to the nearby home of minister John Hartley. The two fall in love and marry secretly. But when the news leaks out, the minister loses his pastorate over disdain by the parishioners for Polly's background as a performer. Polly must decide whether to stay with the man she loves or leave him for the good of his calling.

The world's finest ruby was stolen from the bride of Prince Kassim's great-grandfather several generations ago in India by a marauding rajah. It's now several decades later and the British have conquered India, and one day the ruby shows up for sale by a wealthy London jeweler, Sir John Garnett. Garnett has his own problems--there have been a rash of thefts of his wife's jewels, and he hires a private detective named James Brett to investigate.
