Carlos Oteyza is a Venezuelan film director, historian, and screenwriter. Oteyza began his career with the fiction short film Siete Notas in 1971, but has dedicated most of his work to documentary films, among which El Pueblo Soy Yo: Venezuela en Populismo, Tiempos de Dictadura, CAP 2 Intentos, and Rómulo Resiste stand out.
