District collector Avinash is hell-bent on banishing all the evil practices carried out by the local goons in Kochi. He is opposed by corrupt officials who support the illegal activities of the thugs.

Johnson, the honourable son of a dreaded local thug, decides to erase the bad image of his father in the society. He becomes a police officer and fights to bring criminals to justice.

One day Janardhanan Kurup dies in hospital after having a heart attack at a meeting. he says to Ouseppachan that he wants him to be minister. Janardhanan Kurup dies after saying this. Ouseppachan thinks a lot about this and calls other people of the Party. In the end he says he is unfit for the job and makes his son Malaikkal Thommi (Suresh Gopi) chief minister.
