When their father is reported missing at the front during World War I, Jane and Katherine are stamped and sent by parcel post across the country to their Aunt Lucille Forrest in New Jersey. The two girls manage to smuggle their dog into the mail bag as well. Aunt Lucille is in love with Lt. Tom Hayes, but she is angry with him after he resigns his commission at the start of the war. She does not know that Tom is in the Secret Service, and she becomes jealous of a female spy whom Tom is trailing. Jane and Katherine's mischievous pranks finally assist in capturing the spy and the secret plans, and getting Aunt Lucille back together with Tom.

Dick Rainboldt (Carey) signs up to work at a gold mine without realizing that he's being hired as a strikebreaker. He takes the job primarily because of a pretty girl who lives in the town. The superintendent and manager of the mine convince Rainboldt to blow up the mine and make it appear like the strikers did it. But Rainboldt turns the tables on the plotters and reveals their scheme. The mine owner rewards him with a big assignment and the girl promises to marry him.

M'liss, a feisty young girl in a mining camp, falls for Charles Gray, the school teacher. Charles is implicated in a murder of which he is innocent, and the two must fight to save him from a lynching.

Although Esther Whitaker is in love with Caleb Tilden, her sea captain father demands that she marry his first mate. However, Esther's grandfather encourages her and Caleb to marry in secret. After Grandfather Whitaker's death, Esther discovers she is pregnant. The captain, believing that she has disgraced the family, beats Caleb to death (at least that's what he assumes) and drags his daughter along on the ship. Afraid of the consequences, the captain refuses to go home and eventually the crew mutinies.

J. Wesley Pringle and S. S. Thorpe are running against each other for sheriff. Unscrupulous Thorpe has his gang kidnap Pringle to prevent his win but Georgie Hibler, the daughter of Pringle's biggest supporter and her good friend, Fite, whom Pringle had saved from suicide, team up to saves him from the gang. In a Southern town, Don Morley is apparently the sole witness to a gunfight during which his friend, Lee Dillingham, badly wounds Sheely. To avoid testifying against Lee, Don leaves town, but after he is gone, Lee double-crosses Don and blames him for the shooting. Then, Don's sweetheart, Miss Lady, heartbroken to learn that Don is a criminal, marries the elderly Professor Querrington. To take her mind off her mundane marriage, Miss Lady befriends a mute boy and pays for an operation that restores his speech. The professor dies, and soon after Don, unaware of his alleged guilt, returns to town to find himself charged with Lee's crime.

Johnny Dime has aspirations of becoming a "G-Man," but gums up the work of actual agent Rogan, in his pursuit of Public Enemy No. 1. Dime's ambitious goal is to improve his "F" rating to a "G". His sweetheart Evelyn hopes to not get shot in the process.
