אורי הוא בנה של רחל הוכמן. שירת בלהקת הנח"ל לצד שרון חזיז, דנה ברגר, תומר שרון, יואב צפיר, מומי לוי ואורן שבו. הוא בוגר הסטודיו למשחק ניסן נתיב ובית הספר רימון. ב-1999 זכה בפרס רוזנבלום לאמנויות הבמה. נשוי למיכל פוליצר. להוכמן שני ילדים מקשרים קודמים: אנה בתה של אפרת בן צור, ולוקה בנה של עלית קרייז. בעבר ניהל זוגיות ארוכה ומתוקשרת עם מרינה שויף. בתיאטרון שיחק בהצגות "מוריס שימל", "אלינג", "אנה קרנינה", "פוסט טראומה", "ארוחה עם אידיוט", "אוגוסט", "הסוחר מוונציה", "געגועי לקיסינג'ר", "פלפל אל חפלה" ועוד. בנוסף לקריירת המשחק שלו, הוכמן גם ביים את ההצגות "הקרפדים", "שטויות", "פקידים", "הזירה", "עד אפס מקום", "סמולרצ'יק" (מופע היחיד של עמי סמולרצ'יק) ואת "ראיון עבודה", שקטפה את הפרס הראשון בפסטיבל תיאטרון קצר ב-2006; ביים גם את ההצגה "סברס" (בהשתתפות שירי גדני ותומר שרון) שזכתה במקום הראשון בפסטיגל הצגות ילדים בחיפה ב-2006. בקולנוע שיחק את שאול בסרט "פיתוי", מוכר הפיצוצייה ב"דמיונות", אשר ב"באמצע הסרט" ואת סשה ב"קצוות פרומים". שיחק בתפקיד איציק בסרט "הנוער", בבימויו של תום שובל משנת 2013. בטלוויזיה שיחק את חיים לבטוב ב"בצפר", דיוויד גושן ב"נויורק", קובי ב"לתפוס את השמים", צ'יקו ב"תיק סגור", את אשד מוקד ב"תמרות עשן", ואת הצייר לייב פוקס בסדרה "שטיסל". הוכמן דיבב את טאבאקי ב"מספורי ספר הג'ונגל", קרלוס הגמד ב"חבורת הצב המעופף", בילי קרנסטון ב"מייטי מורפין פאוור ריינג'רס" וב"פאוור ריינג'רס זיאו", מיכלאנג'לו ב"צבי הנינג'ה", בובת החייל סמל ב"צעצוע של סיפור", נוקה ב"מלך האריות 2", קופר הכלב ב"השועל והכלבלב" ואת הרקולס הבוגר בסרט "הרקולס" של דיסני.
