The year is 1953. Due to the mass amnesty, the criminal situation in the USSR is tense. At the same time, Ivan Astafyev, a former commander of a reconnaissance platoon, who was released from prison, returns to his hometown of Gorky. And immediately becomes a victim of an attack by bandits, and then a false accusation of beating the attackers. Ivan's pre—war acquaintance, Captain Shvedov, helps out of trouble, who gets him a job at the Dynamo sports society to train policemen in hand-to-hand combat.
Spring of 1921. NEP (New Economic Policy) initiation rapidly changes Petrograd which was lifeless after wars and revolution. Marches and hymns are mixed with foxtrot and chanson. Well-dressed people appear on river quays, as well as thugs who are ready to rob them of money. So the chaos starts and it is invincible for police: shops are robed five times per day. Then the criminal world of Petrograd headed by Uncle Kolya comes to defend NEPmen and starts to run a protection racket on them. 1975. A writer preparing to publish a book about Hitler's executioner is murdered at his dacha outside Moscow.
