The film highlights his vision of a Greater Greece and refers to important events in Greek history such as the formation of a government by Venizelos after the Goudi movement, his dispute with the King over Greece's stance in the First World War, the temporary his withdrawal from politics after his defeat in the 1920 elections and the Asia Minor disaster. Tamtakos has a goat, Sardanafalos, and exploits its reproduction with the goats of the area. However, he falls into the trap of the tax authorities, who cannot classify the goat's "leap" in the VAT category. When the ministry's economic committee decides on a 6% VAT rate in order to support livestock farming, it is too late for Tamtakos, as the goat has already been slaughtered by Lefteris, the husband of an offended villager.

In a rented apartment in Belgrade lives Srećko, who always plays the same combination of lotteries in the hope to win a premium one day.
