Manami suddenly encounters mass murder at a pub on her 22nd birthday as she is hunted down by two warring vampire clans, the Draculas and the Corvins. Manami is a child of prophecy who is meant to help the Draculas overcome their Corvin enemies who have driven them underground. Meanwhile, droves of young men and women are gathered at the Hotel Requiem by a Corvin named Yamada who informs them that the world is about to end, with this hotel being the only refuge.

When fish shop owner Shamoto's teenage daughter Mitsuko is caught stealing, a generous middle-aged man named Murata helps resolve the situation. The man and his wife offer to have Mitsuko work at their opposing fish store. Shamoto soon discovers that something far more sinister lives behind Murata's friendly demeanor.

In the treacherous frontier city of Samurai Town, a ruthless bank robber is sprung from jail by wealthy warlord The Governor, whose adopted granddaughter Bernice has gone missing. The Governor offers the prisoner his freedom in exchange for retrieving the runaway. About 150,000 illegal entrants live in Tokyo. They are not recognised as refugees and live in poor conditions. To protect themselves, the illegals create a secret organisation. The organisation has a bank which Japanese Financial Services Agency is not involved with, a hospital that is not authorized by Japanese Ministry of Health, Labour, and Welfare and an illegals police force called "Dias Police." The only police officer in the organisation is Saki Kubozuka. His age and nationality is unknown. Saki Kubozuka does not speak much, but he has a warm heart and strong sense of justice. He takes care of the weak and tries to maintain public order.

One day, struggling model Kurusu Reina suddenly has the special vision to see images of murderers come to her mind. Asano Kazama, a First Investigative Division detective, pushed into temporary suspension because of a case, unluckily meets Reina. He makes use of her unique ability to solve difficult cases.

Manami is captured by blood thirsty trigger happy vampires, and taken to their hotel, where they keep prisoners as future meals. They are all instructed to find a partner to survive, when a vampire clan from Transylvania interferes.

Attorneys Kensuke Komikado and Machiko Mayuzumi receive a request from a general hospital. They go up against veteran attorney Kazuma Kujou who is trying to extract money from the general hospital by a medical malpractice lawsuit.

Yakumo Miko's father died when she was 5 years old. The next year, Miko mother went missing. Miko then moved in with her grandmother, but, at the age of 18, Miko's grandmother passes away. She shuts herself away from others. One day, her uncle from her mother's side, Ikazuzi Goro appears. He sets up a place for Miko to live and also a place for her to do part-time work. Her part-time job is "room laundering." After starting her job, Miko sees ghosts. She struggles to solve the worries of the ghosts who are staying in rooms. Ikazuzi Goro tells Miko that her mother was able to see ghosts which affected her. Miko asks him to find her mother.

The movie was inspired by Hiroshima prefectural government's marital activity "Koinowa Project" which is practiced as part of countermeasures against the declining birthplace.
