A town bedeviled with outlaws sends for Hoppy, Lucky and California after their own vigilante committee fails to solve the towns problems. Hoppy discovers that the bad guys are led by the town boss, and so are the vigilantes.
This film was produced and released in 1944 by Film Enterprises for the 16mm school-and-institutional market, and was picked up and released in 1948 by Astor for theatrical 35mm showings. Both versions finds the citizens of Rockford upset over a series of murders and robberies. The Sundowners - Andy Clyde, Jay Kirby and Russ Wade - ride into Rockford and innocently takes jobs with Tug Wilson and his tough crew of line riders, who are in cahoots with Yeager in a big land swindle scheme.
A gambler is thrown out of a western town, but returns when the town is suddenly threatened by a band of marauding Apaches.
An evil gang is involved in both cattle rustling and the robbing of stagecoaches. Hoppy must stop them without help from the sheriff who turns out be a major outlaw himself.
When Ranger Hoppy's falsely accused young ranger friend is killed while supposedly trying to escape from jail, Hoppy is blamed and drummed out of the Texas Rangers.
Roy returns home to fine a range feud between the cattlemen and the sheepmen. When his friend is killed he finds the rifle had a defective pin. He learns the rifle belongs to a ranch hand named Barker and that a third party has caused the feud. When he captures outlaws trying to blow up a dam, he claims Barker was the killer. But Barker has switched rifles and the outlaws now accuse Roy and Roy finds himself in trouble.
Posing as a cattle buyer, Hoppy crosses over into Oklahoma where the Jordan brother's and their outlaw gang operate outside the law. After receiving an unfriendly reception when he finds them, he, California, and Johnny rustle their cattle and drive across the river into Texas. He hopes they will cross over to retrieve their cattle and then he can arrest them.
Burton is after Clark's ranch. He gets the banker to refuse to renew Clark's note and then sends his men to rustle his cattle. Hoppy is Clark's new foreman and is on to Burton's scheme. But just as he learns of the rustling and is about to go after the gang, the Sheriff arrives and arrests him for hiding Johnny who has been accused of robbery.
A geologist has found oil on the neighboring ranches and teams up with Ace who has his gang create a reign of terror to get the ranchers to sell out. But to get rid of Red Ryder, Ace sends for the San Antonio Kid. Arriving, the Kid has a freak accident and Red comes along to save his life. When the Kid later meets with Ace he learns that Red is the man he has been paid to kill. Written by Maurice Van Auken
Stagecoach robbers take the money Hoppy was going to use to buy cattle so Hoppy, California and Lin go after them.
A man of no worth brags to his daughter back East that he is rich and owns a big ranch. When she decides to pay a visit to her father, Roy and his buddies agree to pretend that the poor man is the owner of the ranch.
When three Texas Rangers try to investigate kidnapped Mexicans being used as forced labor in the mines of Silver Bullet, they are framed for murder by the town's corrupt sheriff.
Hoppy goes undercover as a gambler from the East when Bar 20 cattle are stolen by unknown rustlers. Brennan/Talbot are twin brothers (one a casino owner, the other a rancher) and Hoppy believes they provide alibis for each other while one is out committing crimes. Hoppy gets a job in the casino to learn more but is exposed when a gambling gunslinger notices him.
The election to determine if Texas will become a state is near and men opposed are running contraband across the border. Sunset and Frog are Border Patrolmen and have an agent that tips them off by carrier pigeon. The Army arrives and the commander is Sunset's brother. When the agent is found out and murdered, his fake replacement then leads the soldiers astray.
Rancher Clay Travers finds and brings in the body of ranger Frank Mattison, murdered on the road to Trail City, where he had been sent to deal with an outbreak of cattle rustling. Businessman Art Kenyon, who has hired gunman Ed Martin to impersonate Mattison to further his rustling schemes, quickly changes Martin's story and has Travers framed for the ranger's murder. Managing to escape, Travers must come up with proof to clear his name and bring the true killers to justice.
Wounded while stopping the James gang from robbing the local bank, a cowboy wakes up in the hospital to find that he's been elected town marshal. He soon comes into conflict with the town banker, who controls everything in town and is squeezing the townspeople for every penny he can get out of them.
Before he was killed by Mark Foster's men, Bud Lawton willed part ownership in his ranch to Hoppy and his two pals. When the three arrive they find a fake posing as Lawton. When they expose the imposter, Foster gets the Sheriff to jail them for Lawton's murder.
When Jim and Scrubby arrive to see Scrubby's sister, they find her murdered and suspect it was her no good husband Jake. But Jake and his men have just robbed the stage and two dectectives arrive looking for them. Finding Jim and Scrubby instead, they assume them to be the outlaws and arrest them.
Hoppy, Lucky and California search for a mine owned by Trudy Pendleton after it was taken from her by thw swindling gambler Ace Gibson. They find the mine and Hoppy fights Gibson over it.
Roy Rogers, Smiley Burnette and the Sons of the Pioneers go undercover to help Texas Governor Russell Hicks stop World War II Axis sympathizers from blowing up U.S. warehouses.
