Une comédie politique satirique et acide divisée en épisodes. Le film est co-réalisé par Mario Monicelli, Ettore Scola, Nanni Loy, Luigi Magni. Les épisodes dressent un portrait critique de la société italienne, décrivant les italiens comme des personnes paresseuses, désorganisées et incompétentes. La critique devient de plus en plus acerbe au fil des épisodes.

Dick Harper, cadre supérieur de l'industrie spatiale est brutalement licencié. Les allocations chomage lui sont bientot supprimées, et malgré une restriction de leur train de vie, Dick et sa femme Jane, se retrouvent vite sans ressources. Victimes d'un hold-up, après avoir emprunté dans une agence de crédit, ils décident de se lancer dans l'action illégale. Ils remportent bientôt de nombreux succès et vont jusqu'à dépouiller Charlie, l'ancien patron de Dick.

La jeune Gianna, fille d'un concierge et fan de romans policiers, rêve de porter l'uniforme. Malheureusement pour elle, elle n'est ni cultivée, ni très intelligente. Mais grâce à l'intervention d'un voisin, Gianna est acceptée et, malgré ses bourdes récurrentes à l'école de Police, parvient finalement à intégrer l'institution. Pour sa première affaire, elle va devoir retrouver une jeune mère{Photo 2 de La flic chez les poulets} célibataire, prostituée occasionnelle, qui a totalement disparue de la circulation en laissant sont petit garçon dans un couvent.
